One of the previous owners of one of my Scout II's had drilled small (about 1/8") holes in the drum around the id/axle hub, angled inward about 45 degrees. These holes broke through into the id. This apparently allowed the id hole to expand somewhat and come off the axle hub. I tried this on another stubborn Scout II and it seemed to help. I don't know if this affects the strength or integrity of the drum, so use at your own risk. If not reusing the drums, it not a problem. Be sure to clean up any burrs afterward.

Default Finally...It Came Off

That drum wasn't very cooperative, but by using EVERY SINGLE TRICK you fellas provided, the drum finally saw it my way

What finally convinced it was:

1. I dressed the edge of the axle flange with my carbide bur to knock down a slight ridge that magically appreared there (probably related to a couple of missed whacks with a 5-lb. sledge );

2. I used my brake adjustment tool to wiggle the drum back'n'forth on the hub, spraying periodically with more penetrating oil--OH HAPPY DAY WHEN THAT CRACK TWIXT FLANGE AND DRUM APPEARED!

2. I made a drum puller using a length of structural angle that was wide enough to span the OD of the drum using the puller's screw and jaws. The drum made an interesting POP! noise when it leaped off the flange

The cold one made an interesting POP prior to guzzle, too
