Sounds like the PO went with mechanical guages, the origional were electric. First I would make sure all the wiring is good, Does your fuel gauge work? If so that is good because you have good power and the cvr is good. See if you can tell which are the wires going to the sending units and if the sending units are there.

You're likely going to have to get some factory sending units. You might can find them at the local auto parts store.
