for cleaning out your old fuel tank get some good cleaner (purple power, super clean simple green) a couple hands full of gravel or a chain will work to beat the rust out of it just put water and whatever you use to beat the rust out in with some of the cleaner and turn it once your satisfied with the results from that I'd get some metal etch and us standard gas tank treatment from POR 15 Ive done this process on 3 or 4 gas tanks and it works better than anything else Ive found

Yeah welcome Engineer we are glad to have you here, I spent two weeks cleaning one summer of 2010 so if you have any questions I might be able to help figure it out along with the other guys Matt's process sounds good to me. I used soap I think and hot water and then when it got about the right color I used acetone as a follow up but then I kept having trouble and found that the thing was getting more crud in it so I dropped it down to pull it and do more thorough cleaning and to my surprise was 8 big holes in the top of the tank rusted through glad I found that before I filled it up at the gas station.
