In the retail world (non automotive), an item is sold "below cost" to draw people into the store in the hopes that they will buy more than that item; hence, the store makes a profit.

For IH, it is a pickup made to sell at a "cheap" price -- "bare bones"; not many options. A price cheaper than the 1000 / 1100 pickups

Probably to compete with the "bare bones" / "bottom of the line" Ford / Chev / Dodge pickups of the era - no arm rests, no sun visors, 6 cylinder engine etc etc...
