When I tuned the new 350 cfm #7448 carb for *my* 304, I ended up with the blue pump cam in the #2 screw position. Securing a certain pump cam in either the #1 or #2 screw position changes the fuel delivery profile slightly, for fine tuning. IIRC, the standard recent-issue #7448 carb comes with the orange pump cam (and #85 power valve).

-OMG @ the time I put into this so I wouldn't offend,
---Who in their right or left mind, and has two thumbs, would put a 0.150" Needle & Seat in a 500cfm, let alone a 270-350cfm carb that came with a 0.097" N&S... (not this guy)? W... T... maybe a .110" for a 345 or 392, but 0.150"? FWW, there is no Ti N&S for a Holley 2300 except for 1000+ HP (LOL*)... if you could ever build a 2300 for anything needing over 650/700cfm. True, there is a TI S&S, but 0.150" is too large and better suited for a double pumper seeing 800+ cfm. Won't effect how the carb functions? Changing fuel level won't either? Maybe if everyone read a little about what they didn't know, they'd learn, how much fuel in the fuel bowl is a factor as well as fluctuations... just like too large a carb will run lean and too small will run rich. Again, if every carb was the same, I'd "guess" they'd have all been the same and we wouldn't need but one size... and one size needle and seat, jet, accelerator pump, power valve, one bowl, one metering plate, etc. (déjà vu). ---Back to the OP, what list # is this carb (?)... & a minor list of the available parts for an IH carb are in the link I posted. We'll get to the correct kit if need be and if it's a new Holley on a 304, I will withdraw any more posts cause straight forward, they're all* too big and I don't prefer* them. I can put less work into a "out of date", "trashed, "junk", OEM IH carb. Yes, they can be tuned down, as relayed about a blue cam, if new Holley, you'll need a bushel of parts to fine tune, that aren't used by many others but IH, or contact M. Mayben for his advice/services on those parts. He as well as I and some others can even find you the parts from suppliers for a lot cheaper than you would find from Summit, Jeggs, etc. and even set you up with suppliers from eBay who have the ability to offer excellent deals. ---Lent 2¢ a day ago and when I came back, the value of the dollar has dwindled so much that the train had to skip over to foreign tracks so as to accumulate export taxes or sumpin'.
