Malcolm,
I can see by the photo that you have a TQ that was rebuilt by a mass carb rebuilder. I see that the accelerator pump "S" link is installed incorrectly, causing your accel problem. Your carb probably needs to be rebuilt by someone with experience with these. They, like any carb, need special attention when rebuilding and need to be adjusted for YOUR engine on YOUR Scout after it is rebuilt. There are about 20 adjustments that are made BEFORE the carb is installed, then a few more after installation, and a few after you drive it to "tune" the carb to your vehicle.
I just rebuilt mine and now it runs great, after a few drives and adjustments of the accel pump linkage, mixture screws, and the air valve spring tension.

Item #1 - Hard starting can also be caused by a weak fuel pump, NAPA p/n M6959 is a good one to use.
Item #2 - Instead of pouring gas down the carb for starting, carry a can of "Starting Fluid" and spray a little into the air cleaner inlet. This will make it start right up, until you get the carb issue fixed.
Item #3 & #4 - Accelerator pump linkage is incorrect AND the air valve spring tension is too weak, both need adjusted properly. This "MAY" be all your carb needs, but .........

FYI, a carb kit is $21 (96-246C) and new Nitrophyl floats are $7 each (779-1726), these are GP Sorensen part numbers. Do not buy brass floats for this carb, they will not fit your carb properly.
