This tonneau cover came with my SSII when I purchased it. Kinda cool and actually in fairly good shape. See the pockets for the steering wheel and the tops of the front seats, as well as zippers for the show bar. Was this an option or aftermarket or custom? Not sure where the rear would snap to. Maybe it was for a Terra?

The only Scout I have seen with a tonneau was a Canada Dry SSII model but I think it went all the way to the tail gate. Like you, I suspect it’s for a Terra.
Maybe some one with more knowledge will chime in.

Just a rain fly to keep the water out when parked.

    its a tonneau cover
to be used when you dont have a top on the vehicle
you unzip the center and fold back drivers side and you can drive the truck and passanger side is still covered
    most brittish cars had them
i used to drive my MGB like that easier than putting the top up and it protected the interior

I had a MGB as well- used the tonneau on it a good bit- kept the dew off at night - spent every weekend trying to keep it running-
Looking at this one- with those snaps in the back - if it’s IH - I would expect it to be for one of the truck style Scout models- I am so new to Scouts I am not much help on this- just a guess
