Pulled the Pertronix and put new points back in.
IT RUNS ! Well better, but not great. Dwell is off a little.

Ok, but why?? Pertronix usually work or don't work, no in between.
Checked voltage before and after the ballest resistor. 15.8v in front, 13v after and fluctuating a bit.

    New voltage regulator.
Now 13.5-14v before the ballest, 11v after, and rock steady.
Runs, but seems a little sluggish.
Put 20miles on it in two days.

The Pertronix specs say up to 16v.
So was it just glitching near 16v?
Have not put it back in. Might send it back if I can find my receipt

I hope you are getting close to the answer for your surging. It has been a few years since I installed my Pertronics distributor but I seem to remember the instructions saying not to use a ballast resistor unlike the point system uses. Tomorrow I will find the instructions for my distributor and see for sure what it says about the ballast and let you know.

OK I found my Pertronix installation information. My distributor has the Ignitor 3 module and does not use the ballast resistor nor a resistance wire. I believe the Ignitor 2 module also does not require a resistor but the Ignitor 1 requires one. So it depends on what module your distributor has.

Previous owner was actually running a points system without a ballast resistor.
I installed the Pertronix without a ballast resistor.
To go back to points I actually had to go out and buy a ballast resistor.

Surging is gone after removing the Pertronix Ignitor II.

I bet you are happy the surging is gone! Sounds like you have put a lot of work into your Scout.
I am surprised your Scout ran very long at all without a ballast resistor that the previous owner removed unless it had a CD ignition system along with the points. My only experience with a standard points ignition system with the ballast removed was a 6 volt car. It would run for about two weeks before it burned up the points. Sure had a hot spark while the points lasted though.

One more suggestion. Since you have decided the surging problem is being caused by the Pertronix distributor, why not email their customer service and ask if they have ever heard of this problem? The two times I contacted them with questions they were very helpful and knowledgeable.

Once again, I put the Pertronix back in. Ran great for 5miles last night, but surged this morning.

I called and talked to Pertronix. Went through all I have discussed here.
He felt the voltage prob did not cause any issues with the Ignitor II, but rather the coil I was running may be the issue.
I was running the Flamethrower I, 12v 40kv 1.5ohm. It ran fine for +/-1000 miles.
He wants me to buy and try the Flamethrower II, 12v 45kv 0.6ohm coil. That the now broke-in 1.5 coil may not be getting saturated enough.
But after trying, if it still does not work, to send it in to be checked.

    Thoughts?

Re installed pertronix Ignitor II and flame thrower I.
Drove 5 miles last night and it ran great!
Got in it this morning and it began surging right away.
Got an RMA and sent the Igniter back today.
